Most countries do.
If there is some sort of financial or political interest for the rich involved that maybe in peril, the U.S. will send every soldier they got over there to protect it. If it's just a matter of people needing help, the military is nowhere to be found.
We're helping the insurrection in Libya, but we're still in Afghanistan. Oh, what a tangled web we weave.
